Hi Chris -- I just saw your post so sorry for being late. I have never done a specific rule and always controlled this manually as you have done. However, after thinking about it I came up with a way albeit a little cryptic. If you draw a 0 width line on the plane layers, you can set a rule to offset a shape from a line by xxx mils/mm on a specific layer. Then you could adjust the offset in Constraint Manager if the shape is dynamic. Allegro does not differentiate line types as Altium does. So the downside to the approach I have presented is that *all* lines on that layer will follow that rule. I have attached a sample 6 layer board that incorporates this offset rule.
