You have two options: 1. Go to the mech guy and sit next to him and make him open his newly created DXF that contains the 3D data and make him remove the 3D "layers" or "elevations". Then make sure that the contour is "healed" so that there are no open ends and that the contour is a closed polyline. 2. Install AutoCAD or Get a free DXF-editor (there are some that can be found on the net) and open the .DXF, then if the software can rotate the 3D .DXF, do this and manually remove all "vertical" segments and underlaying elements. It may also be necessary to check for multiple lines in same coordinates. If using AutoCAD: Do PURGE unused blocks and when using PEDIT, it is possible to heal broken geometries. Also, edit the .DXF and limit the size of the .DXF so that the data extent is only the geometry itself (Drawing|Limits)
