Yes you're right Steve I meant CIP not CIS a typo on my part. Anyway due to the coronavirus lockdown in the Uk I decided to get to the bottom of this problem. What I had neglected to explain was that i had orcad 17.2 also on the system. I noticed that when i exported a pcb symbol from symbolbuilder it would export it to 17.2 however when i checked the compare footprint and schematic symbol pin match in CIP it checked in 17.4 also when i clicked on a symbol file in windows file manager it opened it in 17.2. After uninstalling 17.2 and 17.4 and reinstalling 17.4 download manager now works properly and notifies me of all service packs. Im guessing that 17.4 wrote over some of the 17.2 registry entries and therefore confused itself. Anyway im happy now that it works Thanks for your help in this matter
