You need to have a Setup State saved with the starting point for each parameter and design variable. You can do this by going to Window→Assisants→Variables and Parameters, and then first using the save button to save the setup state with all your sweeps. Then set single value each of the variables and save that as another Setup State. Re-load the original setup state and then on the gear icon next to the Local Optimisation run mode (or using Run→Local Optimisation) set the Starting Point to be the setup state with the fixed values. IC6.1.7 is old (the final hotfix version is over 5 years old) but even within IC6.1.7 things changed; in early versions you could also use "Reference Point" which you could save away from a simulation - (using right mouse over the grey bar at the top of a simulation result). However, that flow is obsolete and was removed in later hot fixes, so I wouldn't go down that route. In IC6.1.8 there's also an "Automatic" start point that can be chosen (this was added in a hotfix of IC6.1.8 - ISR 12) which avoids the need to create a setup state if you don't have one.
